Beyond Government Support: Building Funding-Ready State-Owned Enterprises in Botswana

Botswana’s State-Owned Enterprises (SOEs) play a critical role in driving economic growth, delivering essential services and supporting national development. However, the current economic environment is creating new realities for both SOEs and lenders. As fiscal pressures increase and capital becomes more selective, the conversation is shifting from government ownership alone to an organisation’s ability to demonstrate financial sustainability, operational resilience and sound governance.

Across the banking sector, there is growing emphasis on an SOE’s capacity to generate sustainable cash flows, manage its financial obligations and operate efficiently, even in periods of economic uncertainty. While government support remains an important source of strength, lenders increasingly seek assurance that institutions can maintain liquidity, service debt and deliver on their mandates through strong underlying business fundamentals.

This places greater importance on effective cash-flow management, robust financial forecasting and disciplined capital allocation. Organisations that can clearly demonstrate where revenue will come from, how investments will generate returns and how risks are being managed are likely to be viewed more favourably by funding partners.

Governance has also become a key differentiator. Strong boards, transparent financial reporting, effective risk management and accountable decision-making processes are increasingly influencing how lenders assess institutional strength. In today’s environment, good governance is not simply a compliance requirement. It is a strategic enabler of funding access and long-term sustainability.

For SOEs, this shift presents both a challenge and an opportunity. The challenge is adapting to a more rigorous funding environment. The opportunity lies in strengthening institutional capabilities and positioning themselves to access capital more competitively and efficiently.

At Absa Bank Botswana, we view this evolution positively. As a long-standing partner to Government, public institutions and State-Owned Enterprises, we understand the unique role these organisations play in national development and the complex operating environment in which they function. Our engagement extends beyond providing finance. We work alongside clients to structure funding solutions, optimise cash management, strengthen treasury capabilities and support infrastructure and development projects that contribute to Botswana’s economic ambitions.

Over the years, Absa has deliberately deepened its public-sector expertise by building specialist capabilities focused on government, parastatals and development- oriented institutions. This sector-led approach enables us to understand the regulatory, financial and operational realities facing SOEs and to provide informed insights that support strategic decision-making.

The future will belong to institutions that can combine developmental impact with financial sustainability. Those that invest in strong governance, prudent financial management and resilient business models will be better positioned to attract funding and achieve their mandates.

As Botswana continues its journey of economic transformation and diversification, strong partnerships between financial institutions, Government and State-Owned Enterprises will remain essential. By working together to build sustainable, funding- ready organisations, we can strengthen public-sector resilience and contribute meaningfully to the country’s long-term growth and prosperity.
